As of December 15 the Bultaco is at the shop getting a once over and will hopefully return more reliable and ready to hit the ice a few times this year. The shop called last week and told me that the Mikuni carburetor that I was sent by a Bultaco supplier was jetted for a 4 stroke not a 2 stroke which explains why it would only run with the choke on. Also I was having issues with the bike running and then leaving me stranded. Well I found out why. The crossover pipe was clogged after I used a tank sealer on one side so even though I had fuel in the tank, it was all trapped on the clogged side and couldn't get to the carburetor.
